F.H.E.M has the capability to assess if progress is being made in achieving expected results, to spot bottlenecks in implementation and to highlight whether there are any unintended effects (positive or negative) from an investment plan, programme or project and its interventions.

Economic evaluation - Assess the drivers and root causes of Lesotho’s high HIV prevalence rate and new HIV infection rate, the efficacy of past and present projects in Lesotho and the region, and the donor landscape and analyse the main drivers that have led to constrained economic participation, particularly among women and youth in Lesotho.
