Project Overview

As the external financing for Kenya’s health programmes significantly declines, the Ministry of Health (MOH) has recognized the need to ensure the long-term sustainability of the country’s health programmes by strengthening domestic resource mobilization efforts. The roadmap articulates a comprehensive plan that will guide Kenya’s progressive and gradual shift from donor financing towards domestically funded strategic health programmes and health systems, in three phases, namely the planning 2021/2022, Pilot 2022-2025, and Transition Phases: 2026-2030.The rationale for a guided, gradual, and progressive transition is to sustainably promote Universal Health Coverage by ensuring that even as sources of financing substitute each other, health services will increasingly become more equitable, affordable, and high-quality health services and systems with increased domestic financing.

FHEM through a lead consultant from the firm led the costing of the Transition Roadmap and Sustainability plan under the Financing Workstream.
